On a finished Gilbert lot, yard grading is usually a fix: water ponds against the house after a storm, a low corner stays muddy, or new turf or pavers need a level base. The work is moving and compacting soil so the yard slopes the way it should.

What it costs
Angi's Phoenix-area excavation guide lists:
- Yard grading and leveling: $415 to $6,720
- Leveling: $5 to $15 per cubic yard
- An operated machine: $105 to $260 an hour
Angi's national guide puts grading and leveling at $400 to $6,500, close to the Phoenix figures.
Permits
Gilbert's engineering permit checklist covers grading for subdivisions and commercial projects, which needs a Maricopa County dust control permit, a stormwater pollution prevention plan permit from ADEQ, a Notice of Intent and a grading and drainage plan. We didn't find a published rule for regrading an existing single-family yard, so ask Development Services (480-503-6700) before a larger job.
Dust
Maricopa County requires a dust control permit for disturbing 0.10 acre (4,356 square feet) or more, and every dust-generating operation must follow Rule 310 regardless of size.
Questions for the contractor
- Where will the water go once the work is done: the street, a basin, or a drywell?
- How much soil is coming in or going out?
- Will the new grade stay below the weep screed and away from the slab and walls?
- Is HOA approval needed for the change?
